This is because registries have expanded their service areas outside of their geographic region. While RIPE may have sold that block of IPs to PacketHub which does not operate in Europe, RIPE is still the registrar for that block of IPs. Similar to how Verisign, a US company, is ultimately responsible for all .com domain registrations, but they're used worldwide.That is odd, considering ipinfo.io tells me the 185.255.130.X addresses are in Texas.
whois was never designed to provide information about where the IP is, just information about who owns the IP.
