I have deleted certain folders which I have mentioned earlier.

On the server, I can delete the same for replacement.

The first sentence sounds as though you deleted folders from the update package.

But the second sentence suggests that you deleted the same folders from the server.

Unless I'm completely missing something, the way I understand this = you deleted folders which are supposed to be replaced, but you've deleted the replacement folders

Can I not simply upload the phpBB-3.3.14 files to the server?

Will I not be asked to merge the folders? and in the case of files outside the folders, can I not replace them?

If you upload the contents of the full package then all files with the same name will be overwritten, and that includes config.php.

Just use the Changed files package and follow the instructions to the letter.
