force server url settings is not a redirect, the initial request is not redirected. It never occurred to me how you are using it but it's better than nothing if you don't have .htaccess redirect. That manages how links are presented on pages. When it's off phpBB determines the values. Generally speaking you would use that when phpBB is not determining the values correctly. On or off it doesn't matter as long as the links are correct. Just make sure if you ever move the forum to different domain or directory turn it off and then move the forum.
